Council Meeting Wrap - June 2021

The adoption of two of Council’s key financial documents and the placement of the Draft 2021-2025 Council Plan and accompanying Draft Year One Action Plan out for public feedback highlighted Gannawarra Shire Council’s June 2021 meeting.
Held at the Kerang Senior Citizens Centre, the major topic of discussion at the meeting was Council’s 2021/2022 Budget, which the public was able to provide feedback on between late April and mid-May.
The budget features a $16.542 million investment in capital works, which will support projects across the municipality. The budget also complies with the State Government’s Fair Go Rates System, which legislates that the total revenue raised through municipal rates cannot increase by more than 1.5 per cent compared to the previous year.
Also adopted at the meeting was Council’s Revenue and Rating Plan, which provides in-depth details regarding Council’s revenue sources, as well as how rates and charges are calculated and relevant policies that align with Council’s financial operations.
Meanwhile, residents will be able to have their say on Council’s Draft 2021 - 2025 Council Plan and Draft Year One Action Plan, with both documents to be placed out for public feedback.
Developed using responses received during an extensive community engagement process conducted between late January and mid-February, the Draft 2021 - 2025 Council Plan outlines the goals Council will aim to achieve between now and mid-2025. These goals are split into three themes – Liveability, Growth, and Sustainability – each aligned with 4-6 strategic priorities.
These goals also help form the Gannawarra’s Community Vision for the next 15 years, which recognises the Gannawarra’s need to be resilient to the changing environment and to promote growth through encouraging economic diversity, creating unique tourism destinations, and embracing our cultural and natural assets.
The accompanying Draft Year One Action Plan identifies a number of innovative projects and continuous improvement actions that Council will aim to achieve during the 2021/2022 financial year.
Residents will be able to provide feedback regarding the Draft 2021 – 2025 Council Plan and Draft Year One Action Plan online at www.gsc.vic.gov.au/councilplan, with other ways feedback will be collected to be announced. All submissions received will help formulate the final version of the 2021-2025 Council Plan and Year One Action Plan.
Other outcomes from the meeting included:
- The endorsement of two reviewed policies – Community Activities on Footpaths and Procurement;
- The extending of operations outlined in the COVID-19 Hardship policy until a further review on or before 30 September 2021;
- Setting the Councillor allowance at $21,049 per annum and the Mayoral allowance at $62,884 per annum, with both allowances to receive an amount equivalent to the superannuation guarantee of 9.5 per cent of the relevant allowance;
- Noting that the statutory review of Council’s Road Management Plan has started;
- The awarding of the Murrabit Storm Water Project tender to S&R Engineering and Construction Pty Ltd;
- The awarding of the Waste and Recycling Services tender to Veolia Environmental Services (Australia) Pty Ltd;
- The awarding of the Gannawarra Shire Children’s Centre extension tender to David Knight Building Services;
- The awarding of the Kerang CBD Redevelopment – Stage 2 to The Trustee for Rankin Earthworks Civil & Construction; and
- That Council calls on the State Government to assess any COVID-19 restrictions on a shire-by-shire basis with input from the local Councils.
