The awarding of a tender for the development of the Gannawarra Urban Stormwater Management Plan and Kerang Drainage Study was the highlight of Gannawarra Shire Council’s first meeting for 2025.

Held at the Kerang Senior Citizens Centre on Wednesday, 19 February, the major item of discussion was the awarding of the tender for the development of the Gannawarra Urban Stormwater Management Plan and Kerang Drainage Study to MakerENG Pty Ltd for a combined total of $272,350.

The development of the Gannawarra Urban Stormwater Management Plan will ensure Council adheres to new obligations under the Environmental Protection Act 2017 (VIC), with the plan to consider urban stormwater management networks at Cohuna, Kerang, Koondrook, Lalbert, Leitchville, Murrabit and Quambatook.

MakerENG Pty Ltd will also develop the Kerang Drainage Study, which will update current stormwater mapping for the town and highlight deficiencies to provide strong guidance and clear strategies to alleviate ongoing drainage issues.

Meanwhile, Councillors approved a recommendation to name an unnamed track located between the Quambatook Bowling Club and Quambatook Lawn Tennis Club “Norma Way” in recognition of Norma Bennett’s contribution to the Quambatook community.

Council sought residents’ views during November 2024 and January 2025 regarding the Quambatook Community Development Association request, which received 11 submissions of support and one objection.

Other outcomes of the meeting included:

  • Receiving and noting Council’s 2024/2025 Quarterly Budget Report as at 31 December 2024;
  • Endorsing a proposal to add a 360-metre section of Main Street, Koondrook to Council’s Roads Register to formalise the road as an unsealed access-major road;
  • Endorsing the Chief Executive Officer to:
    • Permanently suspend on-site cattle services at the Kerang Saleyards and identify feasible rationalisation options;
    • Dispose a vacant block of residential land at 2 Patterson Street, Quambatook via the open market or competitive sale process;
    • Request a report at the August 2025 Council Meeting to proceed with the disposal of a a set of units located at 9-11 Guthrie Street, Quambatook and the end-of-life Quambatook Senior Citizens Hall, both via the open market;
  • Approving Council to seek residents’ views regarding its revised Asset Naming policy;
  • Endorsing the revised Councillor Allowances and Support and Community Grants policies;
  • Noting reports on activities from the Quambatook Caravan Park Asset Committee and Community Halls Community Asset Committee;
  • The endorsement of the delegating of powers, duties and functions to Council staff holding, acting in or performing the duties of the officers or positions referred to in the Instrument of Delegation to members of Council staff;
  • Receiving and noting the summary of discussions of the Audit and Risk Committee meeting held on 12 December 2024; and
  • Endorsing a proposal to place an incontinence product disposal bin in accessible public toilet blocks at nine locations throughout the municipality as part of a three-month trial.

Questions from the public relating to the Kerang Exercise Pool’s operating hours during the Christmas-New Year period and footpaths in Koondrook were also addressed.
