Swimming pool and spa registration
In Victoria, it is mandatory for owners of land where a swimming pool or spa is located to register their pool or spa with the relevant council and arrange it to be inspected every four years.
The laws apply to swimming pools and spas that are capable of holding more than 300mm (30cm) of water. This includes permanent pools, above ground pools, indoor pools, hot tubs, bathing or wading pools, and some relocatable pools.
Relocatable pools that do not consist of multiple components and do not require any assembly are not subject to the barrier requirements. An example of such a product is a small inflatable pool that requires no assembly other than inflation.
Pool and spa owners are also required to obtain and lodge compliance certificates for their safety barriers.
Registering your pool
Please follow the steps below to register your pool/spa safety barrier.

1. Complete an application form
To complete an application to register your pool or spa, please enter required information to the Greenlight portal. The required evidence documents can be attached within the portal.

2. Pay the prescribed fee
Payment of fees is required for lodgement of the application (Note: Fees are current as of 1 July 2024):
One time registration fee: $35.10
Information Search fee*: $52.10
Lodgement fee for Barrier Compliance: $22.50
Payment options are outlined in Greenlight and are shown on the application form.
*If required documents are not provided, an information search fee may be applied
3. Attach the required documentation
The required evidence documents can be attached within the Greenlight portal. For more information, please see the links in Step 1: Complete the application form.
4. Arrange a pool inspector to inspect the Pool Barrier
5. Lodge the Certificate of Barrier Compliance (Form 23) which you will receive after the pool inspection

6. Approval received
After submitting your application, Council will then send you written confirmation which will complete your registration. You will be sent a reminder every four years to have your pool reinspected.
